that's because of the political reality. most of the country supports some kind of pathway to citizenship for illegal immigrants. you saw that president obama beat mitt romney by about 3 to 1 with hispanic voters. problem is that the divides the republican party only about a third of self-i'ded republic ee self-identified republicans support it. you have to get someone like marco rubio, putting himself on the front line, a senator with real conservative tea party credentials, putting himself on the front line and saying we need do this for the country, and we need to do this for the republican party. this is somebody now who has taken to conservative talk radio, talking about what needs to be done. the key here, john, is enforcement. because the path to citizenship in the senate version of the bill is going to be contingent on enforcement. and my big question is, how do you judge -- how do you judge whether the borders are secure. that's going to be a very big question, so as the senators try and map this out. but i have to

the romney team told him not to, and so president obama moved quickly with his dream proposals. >> so we never got that detailed plan from marco rubio to address the problem of kids who are brought here illegal. a big opportunity for marco rubio to show political skills, he is now the emissary to conservative republicans in the house and conservative news media to make the case that this is not amnesty, that this is an acceptable proposal that they could embrace, and if he manages to do that, that will be a great achievement on his part for a pretty junior senator. >> thanks very much. susan page, chris, thanks both. joining me now for more on the immigration debate, minnesota senator amy, member of the joint economic committee. this is a big deal economically potentially, senator, because as business people are telling you and as i'm hearing from business people, college presidents and others as i'm sure you've heard this is a major economic component where we're training young people from around the world giving them ph.d.s and then kicking them out. >> exactly. that's why senator h

peter: as you recall, in the november election, president obama got about 70% of the obama vote while romney got about 27%. connell: we are bringing brad blakeman and. doesn't senator mccain pretty much sum up the politics of this? >> absolutely. the smart thing is it is not only republicans. they now form an alliance in the senate with democrats. we have to be careful that is aligned does not work into a super committee. what the senate needs to do is lay the groundwork smartly before the president's speech and then sub this out to the committees in the senate in order to do their work. whether it is on border and homeland security, taxation and then the house has to do the same. connell: i want to ask you a question in a moment on what the republicans need to hold out on and not give in on no matter what. all all of the attention, so far, has been given on a pathway to citizenship. a lot of the ceos are very big on this. that should be the thing that the republicans are pushing war than anything else. >> absolutely. we should be providing scholarships and places and our universities
